You should sit down with your girlfriend and come up with a budget. See what your expenses are and what income is that is coming in. Both of you must agree with a plan to pay off the debt and to keep expenses under control. Sometimes people need to see it in black and white to get it. Everyone must be held accountable for their debt. Best of luck!

The bad move with the phone bill was when it was something she wasn't paying for in the first place. Taking a responsibility like that off of a loved one is not always a bad idea, for instance, to help them bridge a gap. However, if they never felt the responsibility of that thing in the first place then it's something they will feel entitled to have for free.
Get that money from her. If she doesn't pay up, cancel her phone.
